I think you can't generalize every relationship like this, saying there definately isn't something like bad timing. But at the same time, I think that when people really want to make something happen, specially relationships, they go for it. It's a matter of priority. If you want to see somebody really bad, you make time for it. If you want to talk to someone, you make time for it. Idk about long distance relationships, I've never been a part of one, so i really cant say, but this is my opinion.

this is also another really good perspective!! that there’s no such thing as meeting at the wrong time, because if they wanted it, they would go for it, rather than wait for the universe to bring them around again because you met at the wrong time. but idk! it still happens that you meet a person you like at a bad point in your life–for example, getting out of a serious relationship, etc. and you know you like the person but you’re just not in the mindset for all that either? is that wrong timing or just…the wrong person and the person not willing to give the effort?
